Bueno, parece que se reduce a un asunto de percepción entonces. En este caso me parece que ¿¡ !? transmite tanta "exclamatividad" como ¡¡ !! , además, no estoy seguro qué pueda ser esa exclamatividad, ¿voz más o menos alta?. De todas maneras aún se le podría haber puesto ¿¡¡ !!? , porque, así como se intenta transmitir un alto grado de exclamatividad, también es una pregunta (al menos en Español! Vaya!).
De esta manera seguiría manteniendo esa sensación gráfica original más la que las normas estándares del Español requieren, y creo que esto se podría hacer en más casos, pero si aún así no te parece bien, ahí yo lo dejo.
